Methods: This research is a qualitative research based on data theory approach. For this purpose, Purposive sampling and in-depth semi-structured interviews with scientific experts familiar with the subject of research were used. To analyze the data, the system open coding, axial and selective was used. Results: The data analysis showed that causal conditions of 4 main categories (necessity of applying training, training of skilled staff, employment and irrational density of candidates in theoretical disciplines), the main phenomenon of two objective aspects of competency (knowledge and skill).And the mental aspect of competence (attitude, insight, ability and motivation), contextual conditions of 4 main categories of support; economic factors; education measures; cultural factors; intervening conditions of 3 main categories and 9 subcategories including empowerment Artifacts; Educational Factors; Education Measures; and Strategies The two main categories of education and empowerment measures (students) and Consequences consist of two main individual and social categories. Conclusion: The present study shows that competency-based education needs to consider the factors affecting it and with a systematic and comprehensive approach in terms of factors and components, causal conditions, strategies, contextual factors, environmental conditions and consequences M3 ER -
