fa مهاجرت نخبگان و رابطه آن با توسعه: فرصتها و چالش ها برای سیاستگذاران سایر موضوعات Other Fields مروری نقلی Narrative Review <div style="text-align: justify;"><span style="font-family:iransans;"><strong><span style="font-size:11.0pt;">مقدمه:</span></strong><span style="font-size:11.0pt;"> منابع انسانی نخبه و کارآمد در عرصه های مختلف ملی، نقش حیاتی دارند و به همین دلیل، مدیریت مطلوب آنها بسیار مهم تلقی می‌شود. مهاجرت نخبگان یا فرار مغزها در بین کشورهای در حال توسعه از اهمیت بالایی برخوردار است، چراکه این کشورها در فرآیند جریان بین‌المللی سرمایه انسانی، سرمایه های بیشتری را از دست داده و معمولاً توسعه آن‌ها تحت تأثیر این پدیده، کند می شود. هدف اصلی پژوهش حاضر بررسی میزان و مکانیسم اثرگذاری مهاجرت نخبگان بر توسعه</span> <span style="font-size:11.0pt;">&nbsp;کشورهای مبدأ و همچنین ارائه فرصت ها و چالشها برای سیاستگذاری در این زمینه است.</span><br> <strong><span style="font-size:11.0pt;">روش</span></strong><strong><span dir="LTR"><span style="font-size:11.0pt;">‌</span></span></strong><strong><span style="font-size:11.0pt;">ها:</span></strong><span style="font-size:11.0pt;"> این مطالعه به صورت مرور نظام مند و با استفاده از پروتکل </span><span dir="LTR"><span style="font-size:11.0pt;">PRISMA</span></span><span style="font-size:11.0pt;"> در بانک های اطلاعاتی بین المللی ( </span><span dir="LTR"><span style="font-size:11.0pt;">PubMed </span></span><span style="font-size:11.0pt;">، </span><span dir="LTR"><span style="font-size:11.0pt;">Google Scholar</span></span><span style="font-size:11.0pt;">&nbsp; و </span><span dir="LTR"><span style="font-size:11.0pt;">Scopus</span></span><span style="font-size:11.0pt;">) و ملی (</span><span dir="LTR"><span style="font-size:11.0pt;">SID</span></span><span style="font-size:11.0pt;">، </span><span dir="LTR"><span style="font-size:11.0pt;">Magiran</span></span><span style="font-size:11.0pt;"> و</span><span dir="LTR"><span style="font-size:11.0pt;">ISC</span></span><span style="font-size:11.0pt;"> ) صورت گرفت. با توجه به استراتژی </span><span dir="LTR"><span style="font-size:11.0pt;">PICOS</span></span><span style="font-size:11.0pt;">، مقالات انتشار یافته تا تیر 1398 به دو زبان انگلیسی و فارسی با استفاده از ترکیبات متنوعی از کلیدواژه</span> <span style="font-size:11.0pt;">های کلیدواژه</span> <span style="font-size:11.0pt;">های </span><span dir="LTR"><span style="font-size:11.0pt;">brain drain</span></span><span style="font-size:11.0pt;">، </span><span dir="LTR"><span style="font-size:11.0pt;">challenges</span></span><span style="font-size:11.0pt;">، </span><span dir="LTR"><span style="font-size:11.0pt;">developed country</span></span><span style="font-size:11.0pt;">، </span><span dir="LTR"><span style="font-size:11.0pt;">development</span></span><span style="font-size:11.0pt;">، </span><span dir="LTR"><span style="font-size:11.0pt;">Migration</span></span><span style="font-size:11.0pt;">،</span><span dir="LTR"><span style="font-size:11.0pt;">elite </span></span><span style="font-size:11.0pt;">،</span><span dir="LTR"><span style="font-size:11.0pt;">Policy</span></span><span style="font-size:11.0pt;">،</span><span dir="LTR"><span style="font-size:11.0pt;">developing country</span></span><span style="font-size:11.0pt;">&nbsp; و معادل فارسی آنهاجستجو گردید. پس از انجام جستجو و انتخاب مقالات، متن مقالات نهائی با کمک چک لیست</span> &nbsp;<span dir="LTR"><span style="font-size:11.0pt;">PRISMA</span></span><span style="font-size:11.0pt;"> مورد ارزیابی کیفی قرار گرفت و در نهایت رابطه مهاجرت نخبگان و توسعه و سیاستگذاری های مربوطه به صورت سنتز روایتی ارائه گردید.</span><br> <strong><span style="font-size:11.0pt;">یافته‌ها: </span></strong><span style="font-size:11.0pt;">با مرور دقیق جزئیات مقالات نهایی تحلیل شده؛ می توان عوامل و متغیرهای موثر در سه موضوع اصلی که محوریت مهاجرت و توسعه را تشکیل می‌دهند را به الف) فرار مغزها و توسعه، ب) جریان های مالی ناشی از مهاجرت نخبگان و ج) نقش جوامع نخبگان مهاجر در توسعه تقسیم کرد. با مرور نظام مند مطالعات، متوجه می شویم که تأثیرات بالقوه مهاجرت نخبگان بر توسعه پیچیده و چند بعدی است و نیاز به پاسخ چند بعدی از سوی سیاستگذاران دارد. تأثیرات مهاجرت نخبگان بسته به نوع کشور، روند اقتصادی و اجتماعی آن کشور، می تواند مثبت یا منفی باشد و فرصت ها یا محدودیت هایی را برای توسعه اقتصادی، اجتماعی و انسانی ایجاد کند.&nbsp; </span><br> <strong><span style="font-size:11.0pt;">نتیجه‌گیری: </span></strong><span style="font-size:11.0pt;">به طور کلی جوامع نخبگان مهاجر می توانند نقش مهمی در توسعه اقتصادی، اجتماعی و سیاسی کشورهای مبدا خود داشته باشند. جوامع نخبگان مهاجر می تواند منبع ایده ها، دانش ها و مهارت ها، و سرمایه های اجتماعی باشند. ارتباطات و شبکه هایی که جوامع نخبگان مهاجر با کشور خود دارند می توانند به عنوان کانال مهمی برای تقویت تأثیرات مثبت مهاجرت بر کشور مبدا عمل کند. با این وجود هنوز بسیاری از کشورهای در حال توسعه از جمله ایران، از مهاجرت نخبگان متضرر می شوند. لذا برای محقق شدن تاثیرات مثبت مهاجرت نخبگان، نیاز به سیاستگذاری های همه جانبه، دقیق و جامع است که مسلماً چالشهایی از جمله نیاز به گفتگو و همکاری قابل توجه در سطح بین المللی نیز مطرح خواهد بود.&nbsp; </span></span></div> <div style="text-align: justify;"><span style="font-size:18px;"><span style="font-family:times new roman;"><strong>Introduction</strong><strong>:</strong>Elite and efficient human resources play a vital role in the various national arenas and, therefore, their good management is crucial. Elite migration or brain drain among developing countries is of great importance, as these countries lose more capital in the process of international human capital flows, and their development is usually slowed by this phenomenon. The main purpose of the current study is to investigate the extent and mechanism of the impact of elite migration on the development of home countries as well as presenting opportunities and challenges for policymaking in this field<span dir="RTL">.</span><br> <strong>Methods:</strong>The study was systematically reviewed using the PRISMA protocol in international (PubMed, Scopus, Google Scholar) and national databases (SID, Magiran, ISC). According to PICOS strategy, published papers until July 2019 in both English and Persian language using a variety of combinations of keywords; brain drain, challenges, developed country, development, migration, elite, policy, developing country and their Persian equivalent was searched. After searching and selecting articles, the text of the final articles was evaluated with the help of PRISMA checklist. Finally, the relationship between elite migration and development and related policies was presented as narrative synthesis<span dir="RTL">.</span><br> <strong>Results</strong><strong>:</strong>With a detailed review of the final analyzed papers; can identify factors and variables affecting the three main issues that are central to migration and development: a) brain drain and development; b) the financial flows in result of elite migration; c) the the role of immigrant elite communities in development. By systematically reviewing the papers, we find that the potential impacts of elite migration on development is complex and multidimensional which require multidimensional response from policymakers. The impacts of elite migration can be positive or negative depending on the country, economic and social trends of the country and create opportunities or constraints for economic, social and human development<span dir="RTL">.</span><strong><span dir="RTL"></span></strong><br> <strong>Conclusion:</strong>In general, immigrant elite societies can play an important role in the economic, social and political development of their home countries. Immigrant elite communities can be the source of ideas, knowledge and skills, and social capital. Communications and networks of elite immigrant communities with their home country can serve as an important channel for enhancing the positive impacts of immigration on the country of origin. However, many developing countries, including Iran, still suffer from elite immigration or brain drain.
