Introduction: Educational justice is one of the most fundamental aspects of justice at the level of society, which transforms all higher educational fields and provides the basis for the emergence of talents and capabilities at the level of society. Based on this, the present research was conducted with the aim of identifying the mechanisms of the development of educational justice based on the document of the fundamental transformation of education. Methods:From the point of view of the objective, the current research is applied and has a qualitative approach, in the form of an interpretive paradigm. Thematic analysis strategy was used to analyze the obtained data.The research population, the statistical population of the current research included 15 university experts, education managers, and school managers who were selected purposefully based on theoretical saturation. The data collection tool was semi-structured interviews. To validate the research model, two strategies of external review and pluralism were used. Results: A finding of the research showed that five main themes, fifteen organizing themes and seventy-four basic themes are effective on the development of educational justice based on the document of fundamental transformation of education. Conclusion: The development of educational justice in the document of the fundamental transformation of education based on the results obtained has five themes of appropriate distribution of equipment and resources (physical equipment, allocation and educational equipment, distribution of high-quality and skilled human resources, financial resources); Transparency in performance (clarity of information, accuracy of information); Empowering teachers (employee/teacher motivation, effectiveness, teacher training); Professionalism of teachers (individual characteristics, variety of skills, communication skills of teachers); Fair behavior in the classroom (perception of justice by students, equality).
